Limited Renewables to develop the projects, with Bangladesh said to be providing land and China an estimated $500 million investment.The projects would almost double Bangladesh’s current clean energy capacity, which stands at 601 MW. Almost 368 MW of that figure comes from solar, of which 71.86 MW is grid connected.Although the 20 MW solar facility in the Teknaf sub-district which came online in September is the largest solar project in the country to date, the Bangladesh government has approved plans for 1 GW of renewables capacity with projects up to 200 MW in scale. The bill, which passed 85-9 was massive in size and covers a lot of ground. Several pieces of the bill relate to agriculture.“We are following some provisions dealing with water taxes, agricultural products, education that are really important under Farm Bureau policy,” said Jenna Beadle, Ohio Farm Bureau director of state policy.It’s no surprise that the House’s version of the budget relates in large part to water quality and Ohio Governor Mike DeWine’s H2Ohio Program. The bill’s language says in part that the initiative encourages cooperation among government, business, higher education, agriculture, and conservation organizations.While Governor DeWine had proposed the program’s funding for the next decade in the budget, the legislature had other plans.“The House has removed the mechanism for funding H2Ohio on an ongoing basis and has only funded it for fiscal years 2020 and 2021. They have stated that they are going to work on a standalone bill to find permanent funding for H2Ohio moving forward,” Beadle said, also noting the programs new oversight arm. “The House has also created an H2Ohio Advisory Council. It is an 18-member council that would provide some accountability for H2Ohio,” she said.On the heels of the uncanny vote in Toledo on February 25th known as the Lake Erie Bill of Rights, or LEBOR, the legislature took a stance against the lake’s ability to have standing in court.“There was also an amendment regarding natural ecosystems. It further clarified current law that nature would not have standing in court to sue,” said Beadle.According to Beadle, the budget doesn’t lend any favors to small businesses as they could see sharp tax increases. The proposed budget calls for the business income deduction from $250,000 to $100,000. It also eliminates the 3% flat tax rate that follows that $250,000 figure.“We are still looking into the numbers, but we anticipate that this will affect some of our members, so we have concerns as does the entire business community,” explained Beadle.Notably not making the budget was Representative Susan Manchester (R-Waynesfield) and Representative John Patterson’s (D-Jefferson) bipartisan new farmer incentive bill. Farm Bureau says they aren’t giving up on it just yet.“We will continue to work with the Senate to get the beginning farm tax credit amended into the budget. It is not in the House version of the budget,” said BeadleTaking a step back from agriculture-specific line items and shifting the focus to the other pieces OFBF is watching, The House wants old and unsafe school buses replaced to the tune of $20 million.“This is going to be very beneficial to rural areas that have busses with high miles on them but don’t have the resources to replace those,” Beadle said.Another point that Ohio Farm Bureau took from the budget was that of the Ohio Proud program that helps promote Ohio’s agricultural products.“We have been working to extend the Ohio Proud program to craft beer, cider and spirits, and that language went into the budget. We are excited to see some promotion of agricultural products in the budget,” said Beadle.

He criticized an internal review at Michigan State and called for an investigation of university officials by Michigan Attorney General Bill Schuette, whose office is prosecuting Nassar.Women’s gymnastics coach Kathie Klages resigned earlier this year, but others remain on the job.“We’ve never been given the documents either in litigation or anywhere else to show who knew what when,” said Manly, who added that Michigan State President Lou Anna Simon should resign if she does not release an internal report about the scandal.He also said USA Gymnastics officials should be investigated — possibly by an FBI task force — citing laws that require people in certain professions to report suspected child abuse to children’s protective services.USA Gymnastics said in a statement that it was “very sorry that any athlete was harmed by Larry Nassar” and that it fired Nassar and reported him to the FBI after first learning of concerns in 2015. He disclosed for the first time that university police and the FBI conducted a joint investigation earlier this year to determine if any school employees besides Nassar committed crimes.The results were sent to the U.S. attorney for western Michigan, and “we have no reason to believe that any criminal conduct was found,” Cody said in a statement. “For all those involved … I’m so horribly sorry that this was like a match that turned into a forest fire out of control,” he said in a courtroom packed with tearful accusers and others. “I pray the rosary every day for forgiveness. I want them to heal. WASHINGTON – The Federal Reserve has raised its benchmark interest rate for the second time this year and signalled that it may step up its pace of rate increases because of solid economic growth and rising inflation.The Fed now foresees four rate hikes this year, up from the three it had previously forecast.The central bank on Wednesday raised its key short-term rate by a modest quarter-point to a still-low range of 1.75 per cent to 2 per cent. The move reflects the economy’s resilience, the job market’s strength and inflation that’s finally nearing the Fed’s target level.The action means consumers and businesses will face higher loan rates over time.It was the Fed’s seventh rate increase since it began tightening credit in 2015, and it followed an increase in March this year.When the Fed last met in May, it left its short-term rate unchanged. But it noted that inflation was edging near its 2 per cent target after years of remaining undesirably low. Should inflation eventually pick up, the Fed might move to tighten credit more aggressively.A gradual rise in inflation is coinciding with newfound economic strength. After years in which the economy expanded at roughly a tepid 2 per cent annually, growth could top 3 per cent this year. Consumer and business spending is powering the economy, in part a result of the tax cut President Donald Trump pushed through Congress late last year.With employers hiring at a solid pace month after month, unemployment has reached 3.8 per cent. Not since 1969 has the jobless rate been lower.Beginning in 2008 in the midst of the financial crisis, the Fed kept its key rate unchanged at a record low near zero for seven years. It then raised rates once in 2015, once in 2016, three times in 2017 and now twice this year.The Fed aims to achieve its mandates of maximizing employment and stabilizing prices by lowering rates to spur growth during times of economic weakness and raising rates to slow growth if the economy threatens to overheat. It will become the longest if it lasts past June 2019, at which point it would surpass the expansion that lasted from March 1991 to March 2001.While many economists think the current expansion will exceed the 1990’s streak, some worry about what might occur once the impact of the tax cuts begin to fade and the Fed’s gradual rate hikes begin to curb growth.Diane Swonk, chief economist at Grant Thornton, has suggested that the economy could experience a “growth recession,” in which the gross domestic product slows so much that unemployment starts to rise.The Fed’s pace of rate hikes for the rest of the year could end up reflecting a tug of war between a sturdy economy and the risks to growth, including from a potential trade war that could break out between the United States and such key trading partners as China, the European Union, Canada and Mexico. All those countries have vowed to retaliate against any U.S. tariffs with their own penalties against U.S. goods.A global trade war would risk cutting into U.S. economic growth by depressing American export sales and raising inflation by making consumers and businesses pay more for imports.The Fed’s meeting this week is to be followed by policy meetings of two other major central banks — the European Central Bank on Thursday and the Bank of Japan on Friday. New York: A fix to the anti-stall system suspected in the crash of a Boeing 737 MAX 8 jet that killed 189 people in Indonesia is ready, industry sources said Saturday, as the company tries to avoid a lengthy grounding of its planes. Boeing was due to present the patch to officials and pilots of US airlines — American, Southwest and United — in Renton, Washington state, where the plane is assembled, other sources said. “Boeing has already finalized the necessary corrective measures for the MAX,” an aviation sector source told AFP on condition of anonymity. The Federal Aviation Administration (FAA) will receive the patch “early next week,” a government source added. Asked how long the certification process could take after the patch is in the hands of the authorities, this source said that nothing has been decided yet. The FAA declined to comment. The Lion Air crash in Indonesia last October and another accident this month involving an Ethiopian Airlines jet, which killed 346 people between them, have raised major concerns about the safety certification of the 737 MAX 8 model. The Ethiopian Airlines crash on March 10 led to the global grounding of 737 MAX planes. Although it will take months to determine the exact cause of both crashes, investigators in the Lion case have honed in on the MCAS automated anti-stalling system designed to point the nose of the plane downward if it is in danger of stalling, or losing lift. American Airlines and Southwest pilots were set to test simulators with the updates on Saturday, according to the sources. Boeing neither confirmed nor denied the information. The FAA had given until April for Boeing to make the necessary changes to the critical anti-stall system, and on March 15 two anonymous industry sources told AFP the upgrade would be ready in about 10 days. A spokesman for United Airlines, whose fleet includes 14 of the 737 MAX 9 planes, confirmed the company’s attendance at the training session. Southwest and its SWAPA pilots union “have subject matter experts from our Technical Pilot Team and Training Teams headed to Boeing to review documentation and training associated with the modification to the B737 speed trim system,” a spokeswoman said. The company is one of the biggest 737 MAX 8 customers, owning 34 of the planes. “We’ve been working diligently and in close cooperation with the FAA on the software update. We are taking a comprehensive and careful approach to design, develop and test the software that will ultimately lead to certification,” a Boeing spokeswoman said. “There will be training provided by Boeing.” In addition to the software modification, the industry sources said Boeing has also finalized updates to its flight and pilots’ training manuals, as the FAA asked. “We have been engaging with all 737 MAX operators and we are continuing to schedule meetings to share information about our plans for supporting the 737 MAX fleet,” the Boeing spokeswoman said, declining to confirm the timeline for the changes. In another modification, the 737 MAX will be outfitted with a warning light for malfunctions in the anti-stall system, an industry source told AFP on Thursday, standardizing a feature previously sold as an optional extra. Neither the Lion Air aircraft nor the Ethiopian Airlines jet had the feature, the industry source said. US and Ethiopian authorities have said this month’s crash of Ethiopian Airlines Flight ET302 near Addis Ababa bore “similarities” to last year’s Lion Air crash. Since the Ethiopian crash, pressure has intensified on Boeing and the image of the company — which also makes combat aircraft and space equipment — has been eroded. Share value of the firm, which says it is the world’s largest aerospace manufacturer, has dropped 12 percent since the accident, wiping out 28 billion in market capitalization Boeing and the FAA are under investigation by the Transportation Department over how the rollout of the jet was handled, including the anti-stall system. The acting FAA head is among transport officials who are to testify on Wednesday before a congressional subcommittee. Questioning is likely to focus on tight links between Boeing and the regulators, who maintain offices in the airplane factories and delegated a large part of the certification process for the 737 MAX and its anti-stall system to employees of Boeing, sources said. Press reports say that the Department of Justice has also opened a criminal investigation into the 737 MAX’s development. Ralph Nader, the veteran US consumer protection advocate who lost a relative in the Ethiopia crash, called Friday for an organization to defend passengers’ rights.
