Council to discuss pipeline pact WHITTIER – The City Council will hold a public hearing at 6:30 p.m. Dec. 13, or soon thereafter, to consider granting a franchise agreement to ConocoPhillips Pipeline Co.The hearing will take place at City Hall council chambers, 13230 Penn St.The proposed franchise agreement is for an initial term of five years to build, maintain, operate and remove pipelines for the transportation of oil and petroleum products in its pipeline on Leffingwell Road, between Scott and Valley Home avenues.There is an option to add more five-year terms on the agreement.All interested persons are invited to attend the hearing and testify.
