Kai Eide, who is also head of the UN Assistance Mission in Afghanistan (UNAMA), told his first press conference in Kabul that he wants to “create a new sense of momentum and a new sense of urgency” in the way international efforts are coordinated. Mr. Eide just returned from Bucharest, Romania, where he joined Mr. Ban, President Hamid Karzai and other leaders at last week’s high-level meeting on Afghanistan, held as part of the summit of the member countries of the North Atlantic Treaty Organization (NATO).In Bucharest, Mr. Ban acknowledged that the UN has not been as effective as it needs to be in coordinating the international community, adding that the new Security Council mandate will allow the world body to take a more assertive role in coordination.“We have to get away from a situation where an Afghan administration which is still in need of capacity-building is faced with a too fragmented international community,” Mr. Eide stated. “And we have to make sure that the agenda that we pursue is the Afghan agenda and not a number of national agendas. Among the coordination structures in place is the Joint Coordination and Monitoring Board (JCMB), co-chaired by the UN and set up in 2006 to monitor implementation of the Afghanistan Compact – a five-year blueprint for the country’s reconstruction.Related to the issue of better coordination is the question of aid efficiency, the Special Representative noted. “We have to ask ourselves, do we have adequate resources, do we spend them well enough, do we spend them sufficiently through Afghan channels and budgets, and can we eliminate duplication,” he said. Mr. Eide added that the Bucharest meeting was “very encouraging” for the UN, since it reaffirmed that the international community wants a stronger and more prominent role for the Organization in the country. The meeting also displayed a strong international commitment to help Afghanistan not just by increasing troop levels but also by strengthening efforts in reconstruction and development and in governance. “I have never before seen such a strong international commitment to a broadly-based international effort to support Afghanistan,” he said. 9 April 2008Improving coordination of international efforts to help bring peace and development to Afghanistan will be a key priority for the United Nations, the new Special Representative of the Secretary-General in the strife-torn nation pledged today.

The system is intended to have pensioners uplift their monthly allocations through the local banks.Director of Social Services, Wenthworth Tanner, was quoted by the Department of Public Information (DPI) as saying that the ministry was working in collaboration with the Public Telecommunications Ministry to upgrade the system into an automated one.Tanner noted that an important aspect of the project will be the sanitisation of the old age pension database to remove deceased pensioners from the pension register. The digitisation project was intended to ensure efficiency, accountability, and transparency in the distribution of Old Age Pension.

TRADE UNION SIPTU is planning to ballot members of Dublin Fire Brigade on industrial and strike action.The decision was made at a meeting yesterday and is in relation to a lack of ambulance resources.Siptu represents about 800 members of DFB – the majority of employees.A letter sent to Siptu members, and seen by TheJournal.ie, refers to a recent Hiqa review that requested Dublin City Council (DCC) “urgently identify and implement measures to address ambulance capacity issues in Dublin”.It states that DFB management “subsequently identified a requirement for four additional resourced ambulances” – something Siptu says has not been provided.The letter described the decision to ballot members on industrial action as “regrettable” but “the only option available”.Overworked and under-resourced Speaking to TheJournal.ie today, Siptu sector organiser Brendan O’Brien said he believes funding is the main reason behind the additional ambulances not being provided.As a result, our members who work in Dublin Fire Brigade are put under undue pressure to deliver a service which is under-resourced.“Anyone who has been brought to hospital by DFB this winter has seen how hard these guys work, they don’t stop. Lord Mayor Robert Doyle has promised a new “Melbourne Moment” will sound the beginning of the new decade this New Year’s Eve in Melbourne.And instead of the customary Lord Mayoral address, the city will be lit up by a 10-second countdown to midnight that will see V-shaped comets shoot from the rooftops of the city’s tallest skyscrapers.“It’s a real Melbourne thing with its own identity,” Mr Doyle told the Sunday Herald Sun.“It’s absolutely Melbourne and I love the idea that there will be tens of thousands of people in the streets to countdown 10, nine, eight and so on.”The countdown will be followed by a 10-minute fireworks spectacular that will be visible from anywhere in the city, as well as any vantage points throughout the suburbs that have a view of the city skyline.The fireworks display will be the biggest New Year’s Eve celebration that Melbourne has ever seen.The $225,000 spectacular will be set to a soundtrack featuring memorable pop songs that will be broadcast on 99.7FM, a frequency setup especially for the occasion.Celebration sites will also be setup at Federation Square, Birrarung Marr, Alexandra Gardens and Docklands.Family-friendly celebrations will be held at Yarra Park, near the MCG, commencing at 5pm and ending with a fireworks display at 9:15pm.There will also be an early fireworks display at 9:15pm at Victoria Harbour, Docklands.NOT TO BE OUTDONE the City of Sydney will host its own massive New Year’s Eve celebrations, commencing at 5pm with aerial displays over the city centre, and projections on the pylons of the Sydney Harbour Bridge of the evening’s theme, ‘Awaken the Spirit’, in multiple languages including Greek.Sydney’s celebrations will also include a family fireworks display at 9pm, and culminate in a 12-minute fireworks spectacular at midnight.For the full program of celebrations in Melbourne click here while for the full program of celebrations in Sydney click here. If you were a gamer during the Nintendo Entertainment System era then you no doubt remember that quite a few titles had password features. Most games didn’t have a way for players to save their progress so passwords were the best alternative. Since the NES and its games have been around for decades, it would be easy to assume that all passwords for all of those classics have been discovered. However, a new video proves otherwise.A YouTuber by the name of Bisqwit managed to find a long-lost password for River City Ransom. In the video below, he explains the arduous process he had to go through in order to find this password. The difficulty stems from River City Ransom‘s unique password system, which has spaces as valid characters. Also making things trickier is the fact this password uses a 5-7-5 haiku pattern. Therefore the pattern doesn’t match up to the game’s 33 letter password system.This password wasn’t used for the purposes of starting at a specific level in the game. Instead, it grants players beefed up stats including boosts for a hidden stat that increases combo speed and grants maximum money and access to all of the technique books. The code basically makes you more of a bad-ass and is effectively a Game Genie-esque cheat code.It’s always fun when something new for an old game is discovered. Beyond being a great find in and of itself, what makes this particular discovery even more impressive is that Bisqwit had never even played River City Random before digging around for passwords. Stay on target Sorry, You Can’t Date Keanu Reeves in ‘Cyberpunk 2077”Star Wars Pinball’ Has Your Favorite Brand in Ball Form I always thought Crypt of the NecroDancer was a cool concept. Fighting monsters while staying on beat turned combat into a kind of dance mixed with a very fast turn-based strategy game. And the music was absolutely incredible, even if the retro sprites were a little too retro. But the neat idea was ruined for me by the needless difficulty and randomization of the roguelike genre.So I’m thrilled the recent inexplicable yet incredible crossover Cadence of Hyrule- Crypt of the NecroDancer featuring The Legend of Zelda fixes virtually all of those problems. The game is still tough and there are still random elements but they are heavily reduced in favor of a typical 2D Zelda adventure where you can actually make progress over hours of play. The roguelike elements are almost vestigial.Cadence of Hyrule is much more about messing around with Zelda items like hookshots and boomerangs in this new rhythm game context, as well as soaking in the 16-bit Zelda art you’d never guess an indie game pulled off. As far as 2019 Zelda games on Nintendo Switch go, I may end up enjoying this game even more than the Link’s Awakening remake just because of how fresh it feels to explore and fight through.But of course Cadence of Hyrule’s greatest strength comes from the art form powering the whole gimmick. The music, once again by Danny Baranowsky, is absolutely incredible. Chill Zelda beats to study to. Rousing symphonic overworld journey music backed by dance hall beats. Disco descents into enemy dungeons. Epic boss showdown show tunes that make you feel like you’re listening to a Zelda-themed rock opera. I just wish more modern songs got recognition along with classic remixes, but that’s only because I want more music in general.I also want more games like Cadence of Hyrule. Not just other weird Nintendo mash-ups like Mario+Rabbids: Kingdom Battle or Star Fox in Starlink, although those are both great. But I mean more games that apply the Crypt of the NecroDancer formula to other games with killer soundtracks. Games like these.Mario, Donkey Kong, Metroid, SplatoonAfter playing a game as awesome as Cadence of Hyrule, I could basically fill this entire list with Nintendo games that should get the same treatment. From the ambient natural atmosphere of Donkey Kong Country, to Metroid’s sci-fi riffs that metal musicians love, to the new-school punk dance hits of Splatoon, to the iconic tracks of the Mario franchise, these are all ripe for music spin-off potential. Dance Dance Revolution Mario Mix isn’t enough.CastlevaniaCastlevania is almost underrated for the sheer variety of fantastic gothic techno music it presents to players. It gets your blood pumping as you prepare to slay some blood suckers. Castlevania’s general game design, using temporary items to explore a sprawling castle full of monsters, would also easily translate to the NecroDancer formula.Metal GearWe’d be grateful for a good new Metal Gear game period after the messy departure of creator Hideo Kojima. And Metal Gear is chock full of awesome operatic vocal tracks that would be absolute bangers in a music game.Final FantasyFinal Fantasy technically already got a rhythm spin-off with the two Theatrhythm Final Fantasy games. But while they did feature some light RPG elements, they were really just about tapping and swiping icons on beat. What I’m asking for here is a full-on adventure based on the iconic Nobuo Uematsu tunes of this beloved enduring JRPG franchise.Guardians of the GalaxyWhile Square Enix has finally unveiled its big AAA Avengers video game (which looks more than a little creepy) rumors persist that the studio is also prepping a Guardians of the Galaxy game with its Marvel partnership. But what really pushed us over the (h)edge was hearing this crazy “Green Hill Zone” cover by Stephen Colbert late night band leader on Jon Batiste who has also covered other gaming songs from Mario and Zelda. It makes more sense than “Gangsta’s Paradise!”Anything by Supergiant GamesDespite their disconnected fantasy/sci-fi worlds, projects from developer Supergiant Games share many things in common. They have gorgeous illustrated art. They have deep strategic gameplay systems. Logan Cunningham voices someone or something important. And most relevant here, they have stunning soundtracks by composer Darren Korb and vocalist Ashley Lynn Barrett. So whether it’s Bastion, Transistor, Pyre, Hades, or something brand new, we need a Supergiant Games game that’s even more about the music.
Kaiser Permanente and the Alliance of Health Care Unions have reached a tentative agreement on a national, three-year collective bargaining agreement.The Oregon Federation of Nurses and Health Professionals ratified the national and local agreements Friday evening by a vote of 98 percent. Other chapters will be voting throughout October on the agreement, and local union representatives believe the agreement will be completely ratified this month.That agreement covers health care workers at the five Kaiser clinics in Clark County. Once fully ratified, it will cover the 6,300 health care professionals in Washington and Oregon, and nearly 48,000 unionized Kaiser Permanente health care workers nationwide.The Oregon Federation of Nurses and Health Professionals’ main focus was safe staffing, which means that Kaiser is allowing the proper amount of nurses to work, so that patients can get quality treatment.“We call it (safe staffing) because we see that there needs to be a certain amount of staff there for the patients to get the care they deserve,” OFNHP President Adrienne Enghouse said.The agreement also includes across-the-board wage increases, which vary by region and year, and safeguards for pensions that will ensure future employees can have pensions. It also means nurses won’t have their shift canceled.

.Pakistan Tehreek-i-Insaf (PTI) on Wednesday issued a “legal notice” to former party member Ayesha Gulalai for her scathing allegations against party chief Imran Khan, demanding that she apologise and resign from the National Assembly.PTI leader Fawad Chaudhry said that since Gulalai has accused the party of moral and financial corruption, she should no longer retain her National Assembly seat won on the PTI’s ticket. He added that if she fails to resign, the party will request the Election Commission of Pakistan to denotify her.“We know that she (Gulalai) met Amir Muqam a day before she held the press conference,” Chaudhry maintained, implying that she was in talks with the ruling Pakistan Muslim League-Nawaz party.Gulalai in a press conference on Tuesday, however, denied that she would be joining the PML-N and levelled a series of serious allegations against Imran Khan and other top party members.Another party member, Alia Hamza, expressed her anger at Gulalai’s allegations, saying that Imran Khan had never disrespected her or any other female party member.“Our party is called the women’s party,” Hamza claimed. “With her accusations, she has not insulted Khan — she has insulted us (women).”In an angry tirade, Hamza asked why Gulalai remained in the party for four years if she was facing harassment. Hamza accused her of ruining politics for women for personal gains.“You weren’t even part of the core committee, yet you sat on the stage with party leaders during the (thanksgiving celebrations),” she said. “Imran Khan and the party gave you immense respect.”Gulalai, who hails from Waziristan and was elected to the Lower House on a reserved seat for women from the Federally Administered Tribal Areas, announced her exit from the party on Tuesday, making allegations against Imran Khan and other top party members.Gulalai made the announcement moments before the election of a new Prime Minister, and claimed “ill-treatment” of women in the PTI. UDC professors will teach all sworn and civilian member of the MPD a self-developed curriculum providing insight into the Black experience and the history of the District’s neighborhoods. The Smithsonian Institution will provide the blueprint for the course.“This partnership is a tremendous opportunity for our community and one small but important way we can provide our officers at MPD with the tools and knowledge they need to be successful,” Bowser said. Since 2017, MPD has focused its community policing efforts on a sector policing model to improve accountability and performance amongst the ranks.The move to innovate the MPD’s training program comes at a time when police departments nationwide grapple with institutional racial bias found across many police forces.Bowser punctuated the importance of the training program, “When residents and officers trust each other and understand each other, we are all safer,” she said.
To say there’s a desire for Rockstar to release GTA V for the PC is a bit of an understatement. The game has had glowing reviews on the PS3 and Xbox 360, and there’s many a PC gamer who wants to have the chance to play it on their rig and at a much higher level of detail than current-gen consoles can achieve.We expect Rockstar will eventually announce the game for PC, but we don’t know when. However, we’re now hearing that pre-orders for the game on PC are expected to start this coming Friday.That’s the news coming our of Sweden, where retailer Elgiganten, better known as the Dixons Retail group of companies, is set to launch preorders for the game on January 31.We’ve seen the game go up for pre-order on online stores before, but that’s usually due to a mistake and the listing disappears soon after. In this case the pre-order offer looks to be planned and has been confirmed as going ahead by a manager of one of the Elgiganten stores.Rockstar hasn’t commented yet, but if it does get announced for PC on Friday we should also expect the PS4 and Xbox One versions to be announced soon after, or maybe even on the same day. On the other hand, with GTA Online factored in, a staggered launch might be the preferred option and news of a next-gen console launch could eat in to ongoing current gen sales of the title.Although this pre-order offer is meant to be happening in Sweden, by default that would also extend to other European countries. I’d also be very surprised if it didn’t include the US, too. Rockstar will want the PC version out in as many territories as possible at the same time.
